Large clusters of pure white blossoms define this shrub rose. Each bud is blushed with pink before opening into a perfect, pure white hybrid tea and filling the air with a strong, spicy fragrance. Bright, clean blossoms are backed by medium green, disease-resistant foliage. Named in honor of The New York City Police Department.
